Arc Welcomes New Management, Division

New Arc Management & Directors Recently Hired or PromotedStanfort Perry, Arc of Onondaga Executive Director, announced that the agency would be undergoing updates to its organization and structure to help Arc provide the highest quality services.   One of the major changes was the creation of the Community Outreach and Family Support Services (COFFS) division. The community outreach function is reaching out to un-served and underserved populations within Onondaga County. Arc wants to ensure all people with developmental disabilities have the widest array of services and supports available to them.  

The family and individualized support portion of COFSS will include Medicaid service coordination.  Arc has added support to offer Medicaid service coordination to children as well as adults.  Medicaid service coordination offers individuals and their families the opportunity to have a professional assist them with finding services that best meet their needs.   Parent advocacy and recreation will also become a part of the COFSS division.

Richard Fowler, JD, MBA, MS
Associate Executive Director for Clinical & Program Services

Richard will provide clinical oversight and leadership to the agency’s programs including Day Habilitation Services, Community Residential Services, Horizons Clinic, Community Outreach & Family Support and Parkside Children’s Center.

Richard has been involved in not-for-profit leadership for 16 years and has served as Regional Administrator with the Children’s Home Society of Florida. He has also served as Executive Director of a municipal youth and family services agency in Rochester, NY.  Richard has earned a Juris Doctor Degree from the University of Buffalo School of Law, an MBA, and an MS in education and human development from the University of Rochester.

Babette Baker
Director of Community Outreach and Family Support

Babette will provide management for the agency’s Medicaid Service Coordination, Respite Reimbursement, Teen and Adult Recreation and Parent Advocacy programs and lead the new Community Outreach and Family Support Services division.

Previously, Babette served as Director of Operational Support at The Edison School where she managed community outreach, performed marketing and public relations duties, wrote grants, monitored enrollment and assisted with teacher training.  Babette holds a Bachelor of Arts degree from Colgate University in English. 

Eric Caballero
Chief Information Officer

Eric’s duties include leadership on infrastructure and information support issues.  Eric brings with him over 20 years of experience in technical infrastructure and technology consulting.  In this time he acquired several top positions and worked with many notable companies.   Eric had earned a Bachelor’s degree in Information Systems from Hartwick College.  In addition, he has successfully completed industry training in several technologies and systems and holds certificates from Microsoft, Novell, CompTIA and Sage. 

Karen O’Hara
Director of Residential Services

Karen is responsible for the over all management of the agency’s homes and Individualized Residential Alternatives (IRA) for people with disabilities. She will direct staff in residential habilitation services, ensure safety standards are met and help ensure that the people Arc serves achieve their full potential.  
 
Karen has worked in the developmental disabilities field for twenty years, ten of them at Loretto where she was Administrator of the Adult Care Facility. She also worked as a Resident Director at Enable.  Karen graduated from Syracuse University with a bachelor’s degree in social work.

Susan Prince, MS

Director of Parkside Children’s Center

Susan is now overseeing Arc’s children’s division, Parkside, which includes pre-school, day care and early intervention services.  Prior to Arc, Susan served as Assistant Director of Pupil Personnel Services for the Jamesville-DeWitt School District.

Susan is an alumna of Keuka College and earned a master’s degree in reading and a CAS from SUNY Cortland.  She is a member of the BOCES Special Education Council, Preschool Coalition and the Tully Fire Department Ladies Auxiliary.

Promotions

Michelle Gillespie has received new responsibilities as Director of Day Habilitation, now supervising five new sites previously under the enhanced day habilitation division.

Patricia Maiden, PhD has been promoted to Director of Program Development at the Arc of Onondaga.   She previously served as the Program Development Coordinator.

Kevin Montgomery, CPA was promoted to Director of Finance in June. He previously had been Assistant Director of Finance at Arc of Onondaga.

Kristen Morey, MSW previously a Social Worker for Arc of Onondaga’s Horizons Clinic has been promoted to Director of Horizons Clinic.

Carrie Fuller Spencer, CPA was promoted to Chief Financial Officer in June.  She previously served as Director of Finance at Arc of Onondaga.
